I doubt whether anyone would try to sell 26M on market...they'd never get them out. Therefore, I'd say this leaking is p/t by impatient/disappointed holders spooked by the AUD v POG in relation to FML's profitability. Also, any s/h wishing to dump that many would probably do it through XT's via a broker.
