Hi .... It certainly cant be declared by anyone , the council can ( for certain reasons ) give the details of a purchaser , but the privacy act applies .

Commission houses ( ministry of housing/Victoria ) do not buy in clumps ( generally ) , they buy all over the place ..Its not like the old days .

I would suggest , dont try and base purchasers on this ..there is much citeria you can look to .
