sook, good points but i can't see the 'gaps' mentioned not being filled by local government. Our country is suffering in; health, education, and law & order, pooling the resources together on a national basis it would be easier to 'troubleshoot' a particular region. I say, let's just pay all state poli's out, and move on to building a better country now and into the future, which I don't believe is as possible with the 'state' level of government in place.
