Didn't Keating once say "Never stand between a state leader and a pot of money"?
They can hardly be considered reliable witnesses. But they have the GST. If they want more money, be honest with the electorate, unite and insist on an increase there.
Wanna bet they won't? No they will keep the taxes that should have been scrapped when the GST was introduced and still insist the commonwealth make good every time they get an urge to spend some money.
