I would not get too worried about this.

Its true that the Ministry of Mines and Energy 2011/12 budget statement tabled by the minister Isak katali in parliament on April 20 referred to uranium and certain other minerals being declared (but they haven't yet) "strategic minerals".
This had been widely trailed so not unexpected. The reference to Epangelo having exclusive exploration and mining right to these would be something new and a piece of resource nationalism Namibia could well do without. But...elsewhere in the same statemet Katali says the current mining law of 1992 is to be replaced by one which amongst other things will enable Epangelo to participate fully in mineral developments. That's something else entirely and what the local industry expects to happen.
I have spoken with several local mining reps today and they say the exclusive is probably the result of poor drafting by a civil servant and a confusuion of Epangelo being able to get exclusive prospecting licences" (EPLs).
The government has repeatedly confirmed any Epangelo involvement will be on commercial terms, ie they would have to pay for equity not get it free.

Apart from anything else it lack ths resources- only Nam dollar 5m or US dollar 0.7m to undertake any major developments itself. Extract is relaxed about Epangelo participating in the Husab project and is discussing this with them.

Also don't forget that even that much-lauded African country Botswana still has a provision for the government to acquire a 155 stake in all new mining developments although in practice it has not exercised this in recent years
