Nothing is outside of EMH’S control. Processing will either take place within the czech republic under the control of EMH or in some other fashion possibly, such as you suggest, if and only if, EMH makes some alternative arrangement.
As to what they want.. well Czech’s predominantly want processing in Czech. Its jobs and tax revenue for the state. Czech want this mine up and running just as much as we do, thus.. it will happen one way or another. As to them potentially getting ‘more’ as you suggest, well if that were the case we would get something in return to make it worth its while.. So dont worry about that either.
