Don't know how much can be read into this. Although it is intersting that he is talking about a defined resource, allocations and coldry consumption (and availability of coldry for other purposes). Mensioning community benifits through employment, etc... and the doc being on a council website, sounds a bit like supporting information for a development application (and no i don't like speculating). Theres more info in this than in most of ECT's press releases combined.
