Dont take knee jerk reactions from gov sources too literally.
It may take a year for a full license but a pre operating license will happen by December according to NC press conference. This has all been factored in by every analyst report that I have read and there arent any that I havent seen.
The conditions look straight forward to me and if the company states to the ASX and to all and sundry that they will be met by Dec then thats what the market will factor in here.
Excecution risk is what we are back to not political risk as this has been largely decided.
