Pretty hard for one joint venturer to develop on its own unless it sole risks and / or there are gas balancing arrangements built into the Joint Operating Agreement.
Easiest and best course for ICN would be to assign part of GSA to BPT.
Only company I know of which has sole risked development lately is NXS. And look how that is working out!
