No its not necessarily a sign of confidence, but brokers could be driving the price down so retail do not partake in the SPP so the brokers get more in the underwriting with attaching options. Not saying that this is what is happening, but brokers have been known to play games. Regardless how it plays out, as it is underwritten the company ends up with all the funds that it has asked for under the capital raise and SPP.
