Think you missed the context and came in a bit late however I'm sure i speak on behalf of majority of investors here and thank you for your profound input. To be clear a poster was commenting that the SPP may not be fully taken up. The simple answer is that it's fully underwritten! The Institutional players may choose to do what they legally will to turn a quick profit or may stick about. Or may increase their holding upon a catalyst. Lots of possibilities!
