half correct mate,
there are two types of rights issues,
renounceable - where you can on sell your right
non-renounceable - where you cannot on-sell your right
this is non-renounceable, if you do not apply for your shares your forfeit them to the underwriters in his case.
you are also correct this is the ex date however the record date is when your entitlement in determined, you must hold before the ex-date and on the record date, the part i am unsure of is can you trade them inbetween the two dates?
