Even the company realises that it may not be economical at present (see below extract).
So my assumption, based on what information the company has relayed to us, is that the process option study has come in under whelming, and the project will probably need additional upgrades before being viable. They received the study back in Feb, and 2 months on with no communication RE steam engine, it's completely fair to make my assumptions.
