Yep that was my understanding as well. Operating costs obviously go up though and I suppose it depends by how much to make a sale worthwhile. They may not get back what it cost them either considering any buyer knows they are a desperate seller & two, where oil is now compared to when this plant was planned. If the toll costs are pegged to oil then its value will have diminished considerably if its a flat fee then its probably a great asset to hang on to if they can.
