If that is the case V I don't recall reading it in any ann or link. Some of the techs will put the LV generators out of business or cause serious writedowns of their business enterprise.
Exergen's CHTD alone or with DICE has the capacity to achieve that, let alone the myriad of oher techs that BR et al have provided the links for on these pages in recent months.
The existing brown coal generators may not play any part in the bc pilbara and that would make any new tech a threat to their business model. Why, unless they are compelled to, would they negotiate access to their coal?
I recall that Exergen themselves tried to negotiate with S7 tenement holders for access several years ago and had no luck, they wouldn't give access or wanted a jv or were charging to higher a royalty? But that was a reason Exergen were pushng the previous Vic labour government for an allocation.
