The State controls the financial system, the main banks in China are all state controlled, in all the main industries the largest operaters are State run companies, i.e the steel mills where Fortescue exports to, China State Farms is the biggest operator in the field of animal husbandry. In most contexts the State does not allow majority holdings by foreign entities. You are simply wrong. It is not as it appears.
