Maybe we are all missing a point ............ Why not think about a PANEL of Judges to be the only means of having bail granted. No matter what the crime, a Judge should not be the sole person granting bail.
AND, No "you scratch my back, I'll scratch yours" scenario between the Judges, so never the same Judges on the panels, but daily allocation.
