BHP did not say it will be producing at $20 per tonne. Its called spin, for example it may cost $20billion in dept to achieve $20per tonne. Its like BCI saying they will buy ships for $2billion to transport to china reducing thier costs to $55per tonne. While the dept and interest payments would make it $75 per tonne in reality. BHP are buying a fleet of remote control trucks and other super expensive equipement.
