any medical procedures to assist anyone under the age of 18 should certainly have to be in consultation with a guardian’s consent,

That's fine, assuming the guardian is understanding of all that is involved and prepared to listen as well as be enthusiastic to look into all the medical professional advice.
Understanding guardians may help those who are confused and rebel against their guardian and seek procedures they don't really want.
The law is to be in place where those circumstances aren't favourable for the child. Where the circumstances won't give the child a voice at all.
What if the guardian pulls a gun or threatens violence medical staff or teachers?
Laws have to serve all demographics and give them rights. These cases have to go before a judicial system after the medical system deems it necessary.
