He's probably just picking up as many shares as he can at 0.60 /0.605 by having sell order 750k @ 0.61 to force any desperate seller to put in a sale at >0.61 for him to grab
Some of the big buy orders at 0.60 &0.595 are probably his
When he's bought his fill, he'll remove that 750k cap & we can then maybe see a bit of a price spike (i hope so anyway)
