Howard has to make up ground and the environment is becoming more of an election issue each passing day. Basically he can now argue that the misinformed ALP is costing Australia re jobs and economic benefits foregone from preventing uranium mining. The financial returns from being the saudi Arabia of uranium mining go a long way to making the ALP look more than a little naive. Moreover, 15% of world energy is produced by nuclear energy.
Howard has been saving this up for a while and now has been granted license to take the high ground re all matters economic given the healthy budget surplus waiting in the wings and the environment. He can now determine whether to change the laws before or after the election to prevent indiv states preventing mining - he will argue that it is in Australia's financial interest and environmental interest
