The head and shoulders is not valid. However, good observation.
What is important, is that the primary uptrend could be failing, as what you have seen is a lower high, and a lower low. This designates the possibility of a trend reversal if anything.
But the presence of the "broken neck" and downside target is not valid for the pattern you've identified.
From a charting perspective, the downtrend is still intact, with a price target of $34.
