costs for a institutional placement are far less, a lot quicker and less destructive than retail placements. retail investors usually sell off some shares to get their placement cheaper and are likely to unload soon after making a small profit. if there was a retail placement at 17.5c then the share price would likely go down to 18c and then rebuild.
I like it this way, placement done, money in the bank and the market views it as a positive move. share price continues to improve. happy days.
