Hypothetically states could conduct much wider tests for anti-bodies moving forward. Within the next few weeks and possibly before end of June, there is no reason why Covid19 cannot be eliminated domestically. Fast turn around reliable DIY kits could well become mass developed before then as well. If we continue to close international borders, and with reliable testing kits maybe a return to some normality including mass events may resume in August but continue with distancing measures or a limit to the number of people. Maybe international travelers/students from select few countries who have not traveled internationally within the last 40 - 60 days may even be allowed to enter before the end of the year provided Covid19 tests are done two weeks before travel, self isolate for those two weeks before travel (tracked with app of some sort) and another test at the departing airport with negative results. Overseas some countries are already skipping laboratory testing of vaccines and going straight to human trials.
