This is all about Land Councils, Lawyers and Money. The Tiwi land council will be encouraging the locals to appeal against the pipeline which runs under the sea miles from the land, but because it offends the sea serpent then it should not be built. Strangely if Santos pays a heap of money to someone the sea serpent will no longer be offended
