Big trouble for WPL if Petrosen abstain or vote 'no'. Operatorship could still transfer though couldn't it given WPL and CNE hold 75%? Regardless though abstain/no would ring some loud alarm bells for WPL.
Conversely if Petrosen vote 'yes' rather than taking the option of abstaining then that will take the varnish off the angle that WPL are not in the Governments favour or dont have 'approval'
Does the government also need to formally approve the transfer of operatorship once the JV participants have voted?
