I can't speculate on anyone else's agenda and frankly it is unknowable and therefore a waste of time.
For me value is key here. It is a company with a very low cap, but it is established in its market and making a profit. The board are putting in a plan for organic growth. The downside risk seems low.
If the business case for growth can be demonstrated then pretty much all the $15M worth of current holdings could move to stronger hands and it could happen in the space of a week. I'm not too worried about overhangs.
