In my opinion, a great time would be just after the resource upgrade. Then Rio would have a huge proven resource PLUS the huge potential. This would give them more than (I estimate of course) a 50 year mine life, in an up and coming commodity.
Generally, I see traders leaving a stock after resource announcements and upgrades, but with the mining license and DFS, which will undoubtedly prove to be positive, I think we will be in lift off.
One more thing that encourages me is, it is now the 10th of December!!! My how time flies my friends.
