You are mis-interpreting what I said. Each site would need one of those people, but not dedicated solely to that site.

For instance, Fred is a graphics designer who looks after 10 sites. Each of those sites has a graphics designer, whose name is Fred.

I.e. each site has one, but he is not dedicated to that site...

But my point was, considering each site will most likely need one of each i.e. marketing to liaise with the advertisers to secure how many times they want the ad to show, what sort of payment deal etc.

graphics to design the Ad and make it compatible on all devices i.e. ipad has different resolution to iphone and different again to laptops.

Technical for any technical issues including software updates, glitches, security etc etc.

So considering GCN has 9 staff available, who may or may not fit into these roles. Surely more staff will need to be hired for 45 Wifi locations.
