Large mines like Dugald and Isa would be able to store 50-60k at site no problems. I’ve seen 200k at a site once - just need lots of open space and quite a few tarps to cover it. Both sites should have lots of that.
Bear in mind there will likely still be trucking to move the product so material will still be making it to Townsville albeit at a much slower rate than via rail.
