Why not use an arbitrary rule of thumb such as any stock that receives more than fifty HC posts a day, whose principal assets are offshore so no-one can readily inspect them, preferably in rare commodity types but not necessarily so providing they are that are not only offshore but in countries whose names did not exist 10 years ago!, with an MD of no demonstrable operating experience.
Sticking with the 50 post rule, the assets maybe on shore but require a breakthrough technology that is yet to be commercially developed and whose market capitalisation is less than one tenth the size of capital forecast to get the project off the ground.
That should slow down a few.
