No, these measures were not implemented; there is no airconditioning (lol) on the water cooling system, although the heat extraction can be enhanced by evaporation.
As you are not an engineer, best not to fantasise on ways to improve the cooling tower.
From what Peter told me, that they aren't sure how much cooling water it would need to bring the temperature down, I am far from sure that the engineers have it under control.
But look on the bright side, by Friday the maximum in Carnarvon should be low enough for the cooling to work without any extra water. Maybe they can get it commissioned over the w/e.
