The available shares for short selling are provided by institutions and large holders through brokers for a premium

Not quite sure if naked short selling has been totally irradicated even though its illegal

Short selling was been an integral part of trading for over 100 years and is proven to actually aid in the liquidity of a stock as well as as its volatility

P.s In reference to the Germans they do know how to burn short sellers and in particular hedge funds e.g When Porsche sent the price of VW shares nearly doubling and wiped out a number of large hedgefunds that got caught trying to cover their postion with shares that didnt exist once porsche anounced they wanted to buy up more of their holdings in VW
