The reason the sp being so low is they are trialing an unproven Nickel extraction method on Tropical laterites. Just because heap leaching works on dry laterites does not mean it will work on tropical laterites, which is why they are trialing the process at Acoje in the Philappines.
The high clay content and the high iron content of tropical laterites will increase lime and solphuric acid consumption considerably compared to the laterites found in the Balkans
The risk in Acoje not succeeding is the reason for the low sp.
Even brokers are discounting Candig 80% because of the risk

If you want to invest in an experiment then fine by all means do but dont assume its an automatic $18 stock price and just maybe also use a discount factor for time as its doubtful the Nickel can be delivered today
