If every coffee shop consumer starting consuming half, how many coffee shops would close, reduce staff, buy less coffee (with its knock on effects) etc?
The coffee shop owners will pay less tax, the landlords who had tenants will not have as much rent and pay less tax, the employees will be on welfare and pay no tax and the suppliers will pay less tax and so on.
Just some thoughts.
