It's not about the size of the country, they are far more densely populated therefore if they went about "following the rules" in the same way a fair amount of aussies are ie. grabbing a coffee, heading to the beach, stopping for a chat, heading out in the boat etc. etc. it'd be running rampant there. They got it under control quickly due to one simple reason, they followed the rules stringently. Unfortunately trying to ask the same of our population is like trying to herd cats.
