Perhaps they are going to use fauna and flora data from Blackham?
The EPA have probably been on site and pointed out the key issues.
If the ERD is already done then the minimum time to recommendation is 3 months from lodgement based on KLL timeline.

APC told the market they had lodged ERD in mid November, still not showing on EPA site.

I doubt the EPA give a damn about the fast track plan.
