For what purpose?
It would decimate the economy.
The only countries that have limited cash withdrawals anywhere close to that are countries going through severe economic turmoil. And frankly, their choice is one backed by economic research. Stop the panic to help stop things spiraling out of control, flash crashes occur due to this very thing where the sheep follow blindly.
