Trouble is, going back to another party is a classic negotiating technique.
It really could go either way. NMDC can easily say, "Our mining minister (or whoever) won't allow us to pay more than $50m. We are so disappointed that he gave us the green light for $60m a few months ago, but now he says the global environment is bad and there are so many other IO explorers out there."
