I'm involved in a fairly large starlink deal at the moment and the rules are very clear, regardless of who you buy off you cannot discount below the agreed level starlink sets, Ive got quotes from Telstra, Optus, Vocus etc and they are all the same. Sounds like they were offering something that they might not have been allowed to do. So much for the asian, south american pakistan etc deals
