Hi Kemj,
It is always a possibility, but it is worth remembering that this is a Joint Venture - if NCM starts the process off by damaging FNT then the whole thing becomes difficult and much slower. Best approach for both sides is to work together to speed up drilling and exploration work especially as FNT will be doing the exploring in the early stages.
These things always take longer than people think especially when governments and mining departments need to approve things and lawyers get involved. Most likely it is a combination of these things that slow the process down.
