Not so strange. If there is a big investor about to come on stream (as we generally hope one way or another), it is not in their interest for the price to go up much until after they have invested. A new capital raising will involve further dilution to the advantage of the new investor, the lower the price the better. However, it's possibly not in their interest for the price to get too low as that could invite a takeover bid from someone ... so it continues to hover. Anyone got a spare $15mil or so? Good opportunity here!
