It will never happen. Nobody wants wind generators in their suburb. To put the wind generators in the north sea they have to put new power grids right through to the south and nobody wants them either.
Go to this page and scroll through all the coal and lignite power stations they have. If you thought we were the worst think again! Does anybody want twice as much power from coal??? No!!!
Politicians will say anything if they think its worth more votes. Germany is no exception.
