Yes, it is strange, but it has been strange for a while. The more progress it makes re Phase III the lower the sp goes. In recent times, good news haven't had any impact. The issue with making so clear they are looking for a partner is that the market won't buy anything else than a partnership or takeover.

You can always hope that the sp is being manipulated down so that they get cheaper but I can't think of anything that can substantiate this scenario.
