Entirely agree and then some. It is nonsense to have what? 2/3 of a BFS and not complete it. Sure it may need modification or delay but finish it when it is happening unless...
The BFS work identifies that the project is not do-able which I suspect it did. I do not mean not fundable, I mean not tangibly do-able - water, pipeline, port, whatever, producing roadblocks to doing the project.
