SOR won't be the $B company as it is a development fund, but a spun off company that it creates and owns may be.
It will make money from it's share holding/float/ sale and maybe royalties, unless it transfers its patent rights to the new coy, remember UNSW holds the patents but SOR has perpetual rights to them).
Essentially at some point it must look at selling the tech to a company that will commercialise it and returning the sale proceeds to investors. Hopefully a company that doesn't screw them over.
