Distance is the issue. I think Windarra to LJ is around 650 km each way so approx. 1300 km return.
Remember POS transporting ore and not concentrate. To move 500,000 tpa of ore to LJ would require around 9 or 10 quad road trains running around the clock so over 30 drivers allowing for shift rotation. Best options as follows:
1) Windarra to Leinster
2) Windarra to BS (assume restart plant)
3) Windarra to Kambalda (if want early cash flow although distance and cost becoming an issue)
4) Windarra to LJ (as another 250 km past Kambalda)
