teletran1: Excellent find by you. For those too busy to look this up - it refers to "Celtique Energie Ltd. offering equity in two permits". Those permits are in the Zechstein Basin, POLAND (adjacent to the German Border). What baffles me a bit is the fact that Celtique Energie Ltd. announced that offer for equity participation in 2009 already - and this got not "snapped-up" in a hurry. Why? It might not be that "great" perhaps??
Anyhow, it is sheer speculation that SUR's intention are indeed in relation to that ZECHSTEIN BASIN.
Time will tell.
