    The reasons for PFC opening their 'Data Room" is that the "Potential Bidders",(if any eventuate!!),would, naturally enough,wish to ascertain exactly what PFC's financial/operating/legal position is.This a normal, common procedure when a corporate(J/V),venture,is being considered..

    Rather like you considering the purchase of a used car! I imagine that you would at least try before you buy?
