I think that figure is now outdated, as its based on Cairn's 2017 update.
Gross Capex quoted for SNE was USD2.3bil.
It's now USD2bil. Cairn quoted their net share will b USD800mil. And half of this 800mil will come from debt funding. Cairn has another 200mil in their RBL facility, so will require 200mil from Free cashflow from their other Assets. Their CFO, James (who formerly worked at Rothschild), provided a very good explanation to this in the Annual transcripts.
Last qtr WPL raised USD2.5bil for SNE development and Scarborough.
I think once the Evaluation report for SNE is lodged this Qtr with the Senegalese Govt & progress is made on the arbitration, FAR should act fast in getting their side of Funds in order to pay the bills for the sub-sea jewelry, leased FPSO & couple of drill rigs to drill the proposed 25 oil producer & water injector wells targeting ~240 mmbbls oil from Phase-1.
